The Provincial Secretary, Eastern Region in Calabar, in a memo dated 3rd January 2010, instructed the District Commissioner, Okigwi, to send out circulars to respective Native Courts in Okigwi District informing them to pass and adopt the Native Council Rules relating to acquisition of land by individuals who were not native of the District.
The attached document was a copy of the rule made in the Native Council of Omoduru concerning land. You could see that Chief Ekejiuba signed on behalf of Omoduru, Chief Ababa signed for Angana (Definitely Añara), and Anele for Owerri Nkworji.
Another important thing to note here is that is likely that Chief Ekejiuba was appointed a Warrant Chief ahead of Chief Ikebunna who probably was appointed a Warrant Chief of Umuduru Native Council in about 1912 maybe following the death of Chief Ekejiuba.
